Cava Development Organization and the Protection Enhancement Project in North Kordofan: Sheikan Partners Address Service Gaps and Response Mechanisms
“Updating the Service Mapping, Strengthening Complementary Roles and Mobilizing Support for Emergency Cases: Steps Towards Better Coordination and More Responsive Protection Services”
Human Ware Media – El Obeid – Sudan

4 November 2026
The effectiveness of protection services depends not only on the availability of service providers, but also on a clear understanding of the scope of their services, the challenges they face, and the ability of partners to coordinate their respective roles and direct available resources towards identified needs. Against this background, protection partners in Sheikan Locality held a coordination meeting to discuss updating the service mapping, review field-level challenges, and strengthen coordination and cooperation mechanisms among organisations and institutions working in the sector.
The meeting was held as part of the Protection Enhancement Project in North Kordofan State, implemented by Cava Development Organization through its North Kordofan Office, in collaboration with the Social Development Sector of the Ministry of Health and Social Development, with support from the United Nations High Commissioner for Refugees (UNHCR).
Strengthening Coordination
At the opening of the meeting, Mr Ismail Shaa Al-Din Mansour, Director of Cava Development Organization’s El Obeid Office, emphasised the importance of coordination and complementary roles among protection partners. He highlighted their contribution to organising collective efforts, making better use of available resources, and supporting the delivery of services to targeted populations.
In the same context, Mr Abdelazim Dawalbeit, the organisation’s Protection Enhancement Project Manager, presented an overview of the activities implemented by the project over the preceding period in the targeted localities. He outlined the interventions undertaken in line with the project’s objectives of strengthening protection services and improving coordination among relevant stakeholders.
The meeting brought together representatives of government institutions, national organisations and international organisations working in the protection sector. Participants shared information about their activities and services, discussed operational challenges, and explored ways to improve information-sharing, clarify institutional responsibilities, strengthen service coordination, and facilitate referrals to relevant service providers.
Response Pathways
Discussions subsequently focused on practical steps to strengthen cooperation. The meeting’s outcomes included Cava Development Organization’s commitment to updating the service mapping, strengthening coordination with government authorities and partner organisations, and working to mobilise and provide the necessary support for emergency cases. Participants also agreed on coordination and field implementation mechanisms to promote complementary interventions and improve responses to identified needs.
These outcomes address several important dimensions of joint protection work. Updated service mapping provides a clearer basis for identifying service providers and understanding the scope of their interventions. Stronger coordination facilitates information-sharing and identifies opportunities for complementary action, while resource mobilisation enhances the capacity of partners to respond to emergency cases according to prevailing needs.
Ultimately, the practical value of these commitments will depend on their translation into actionable and monitorable field-level measures, their impact on people’s access to protection services, and the ability of partners to respond effectively to the needs and challenges they encounter.
